Integrated Transitional & Release Planning (ITRP)

EFry’s IOM/ITRP Program supports individuals incarcerated at Alouette Correctional Centre for Women who are experiencing homelessness or may be at risk of homelessness upon release. The program serves eligible individuals who are in provincial custody for at least 90 days and will be subject to probation for two years or longer following release. Approximately six months before release, the participant’s probation officer connects with the IOM/ITRP Case Manager to complete an intake and begin developing an individualized transition plan based on the participant’s strengths, circumstances, priorities, and goals.
Participants receive support exploring housing options, completing housing applications, communicating with prospective landlords, and preparing for phone interviews. The Case Manager may also advocate with landlords, housing providers, community programs, and employers to help participants overcome barriers and access opportunities. Once housing is secured, eligible participants may receive support purchasing groceries, household items, and other essentials needed to establish their home.
The program also helps participants strengthen their financial, employment, health, and personal stability. Support may include applying for income assistance, Persons with Disabilities benefits, the Canada Pension Plan, and other eligible supports; developing budgeting skills; preparing resumés and cover letters; and connecting with WorkBC and employment opportunities. Participants may also receive assistance accessing health care, attending essential appointments, registering for treatment or recovery programs, and connecting with other community services.
Following release, the Case Manager provides ongoing follow-up, advocacy, practical assistance, and encouragement as participants work toward their goals. The IOM/ITRP Program promotes safer and more stable transitions from custody to community by reducing barriers to housing, income, health care, employment, and treatment. Services are trauma-informed, gender-responsive, strengths-based, and grounded in dignity, choice, accountability, and each participant’s right to shape their own path forward.
